The copyright law of the United States (Title 17, United States Code) governs the making of photocopies or other reproductions of copyrighted material. Under certain conditions specified in the law, libraries and archives are authorized to furnish a photocopy or other reproduction. One of these specified conditions is that the photocopy or reproduction is not to be "used for any purpose other than private study, scholarship, or research." If a user makes a request for, or later uses, a photocopy or reproduction for purposes in excesses of "fair use," that user may be liable for copyright infringement. This institution reserves the right to refuse to accept a copying order if, in its judgment, fulfillment of the order would involve violation of copyright law. The copyright law extends its protection to unpublished works from the moment of creation in a tangible form.

The United States Army Signal Corps (USASC) provides support for the combined armed forces through the development and management of communication and information systems. The unit, originally named the Union Army Signal Corps, was founded by Dr. Albert James Myer on June 21, 1860. From the Civil War to the present day, the USASC has developed methods to improve military intelligence, weather forecasting, and aviation. The Signal Corps has also played a significant role in the documentation of military operations, especially during World War II. USASC photographs and films have been used to instruct army personnel and inform the public about military practices and combat missions. In 1954, the Office of the Chief Signal Officer, Army Signal Corps established the White House Army Signal Agency which assigned photographers to document the activities of the Commander-In-Chief. Cecil W. Stoughton was the photographer under President Kennedy, but other USASC photographers also covered state visits, dinners, ceremonies, arrivals and departures, and similar events in the United States and overseas.
